Sand Martin nest holes ?

could these be Sand Martin nest holes ?
they were on the opposite bank of the canal, a little close to the water, but as the level of the canal is fairly constant i dont suppose they would be in any danger of flooding,
i cant think of anything else that might have made or used these holes, not quite the sort of thing that water voles make ?

looks a good possibility for Sand Martins i would say,
i cant see what else it might be apart from perhaps a kingfisher ?
a spot of observation in the summer time would perhaps give the answer ? :)
